The FOP Lodge 28, Colorado State Employees was formed in 1989 to serve the law enforcement personnel employed by the State of Colorado. This lodge serves members of a variety of state agencies, and provides each member with legal defense coverage.

The FOP has a number of goals, but mainly concentrates on making the law enforcement profession better. It strives for this through the monitoring and propsing of legislation which impats law enforcement, and tries to improve wages, benefits, and working conditions for it's members.
